  • 原子力資料情報室は15日午後、福島第一、第二原子力発電所の事故に関して声明を発表した。声明は以下の通り。

  • １　福島第一原発及び同第二原発の今回の事故は、原発の設計条件においては考えられていない想定外の過酷事故であり、極めて深刻な事態が続いています。
  • The current Fukushima I & II nuclear accidents are overwhelmingly serious accidents that are beyond any presumption of nuclear reactor design.
  • ２　この影響を避けるためには、原発から距離を置くのが最も有効な手段です。可能であれば、福島原発から、できるだけ遠くへ離れることがベストです。移動できない方は、建物の中に入って、外気に極力触れないでください。雨には絶対に当たらないように気をつけてください。
  • The best way to avoid being affected by the accidents is to keep distance from the nuclear reactors. If possible, stay as far as possible from Fukushima plants. For those who cannot move, stay indoor and by any means avoid contact with air outdoor.
  • ３　「何キロまで離れれば安全か」について判断することは容易ではありません。この判断のためには、放射能レベルと気象条件についての正確な情報が必要であり、さらに、今後何が起こりうるかについての的確な予測が必要だからです。これまでの政府・東京電力の情報提供は極めて不十分であり、この判断のために必要な情報を、正確かつ迅速に提供するべきです。
  • It is not easy to determine "how many km away from Fukushima reactors is safe". This is because such an estimation requires correct information concerning radiation level and climatic conditions, and also accurate predictions about what could happen in the future. Until this moment information released by the government and Tokyo Electric Power Company (TEPCO) is extremely limited. Information mentioned above should be provided accurately and speedily in order to determine the distance safe of nuclear radiation.
  • ４　現時点で、私たちが把握している事実は以下のとおりです。
  • The following points are known at present.
  • (1)　福島第一原発２号機は、核燃料の冷却能力が十分でなく、核燃料が長時間にわたって露出している状態です。格納容器からは、数日前から、圧力を低下させるため、放射性物質を含む蒸気を放出しており、加えて、放射性物質を閉じ込める最後の砦である格納容器の一部である圧力抑制室（サプレッションプール）が一部損傷を受けたため、これによって、さらに放射性物質が放出されています。今後も、炉水位の低下及び格納容器の損傷によって、さらに多量の放射性物質が放出される可能性があります。
  • Fukushima I Unit 2 cooling system is deficient, and nuclear fuel rods has been exposed for long hours. To reduce pressure inside the container, release of radioactive steam has been undergoing since a couple of days. More Radioactive substances has been released due to damage to the suppression pool - the last resort to keep radioactive substances contained. It is possible that large quantity of radioactive substances could be further released as a result of lowered water level and damage to container.
  • (2)　福島第一原発１号機及び３号機でも、核燃料の冷却能力が十分でなく、格納容器からは、数日前から、圧力を低下させるため、放射性物質を含む蒸気が放出されております。現在、海水注入がされていますが、２号機と同様の事態に至る可能性があります。
  • Cooling systems for nuclear fuels in Unit 1 and Unit 3 have also failed, and release of radioactive steam has begun a few days ago to reduce pressure inside the container. Although seawater are currently being injected as a remedy, situations like that of Unit 2 could develop in the future.
  • (3)　福島第一原発４号機～６号機は、地震時には定期点検中で運転されていなかったにもかかわらず、同４号機では使用済み核燃料プールが水位低下したことによって水素爆発が発生したとされています。この事実は、４号機～６号機の安全も、絶対のものではないことを示しています。
  • Although Fukushima I Unit 4 - Unit 6 were not in operation due to regular inspection when the earthquakes took place, hydrogen explosion as a result of lowered water level of the used fuel pools has been reported in Unit 4. This implies that safety of Unit 4 - Unit 6 is still uncertain.
  • (4)　福島第二原発１号機～４号機も、冷却能力の不足が懸念されていました。東京電力の発表では、４基とも冷温停止（１００℃以下）で外部電源も確保されているとのことでありますが、一部温度が上昇したとの発表もあります。今後も長期間継続して冷却しなければならず、注意深く監視していく必要があります。
  • The cooling efficiency of Fukushima II Unit 1 to Unit 4 are also under concern. According to TEPCO, cold shutdown (under 100°C) of all four units have been completed, despite reports of temperature increase for some of the units. Constant, long-term cooling and close monitoring is necessary.
  • (5)　福島第一原発は６基の、同第二原発は４基の原発が隣接しており、１基の原発に発生した事故が、他の原発に影響を及ぼす可能性が高く、今後、事態がさらにより深刻なものになる可能性もあります。
  • Since the six reactors of Fukushima I and the four reactors of Fukushima II are adjacent to one another, chances that accidents at one reactor impacts another are great. It is possible that the situation could grow even worse.
